Rio de Janeiro, 21 March 2025 - The Board of Directors of CISAC — the International Confederation of Societies of Authors and Composers—met with Marcos Alves de Souza, Secretary of Copyright at Brazil’s Ministry of Culture. Souza, who oversees federal public policies related to copyright, gave a detailed explanation of Bill 2.338/2023, known as the Artificial Intelligence Bill. Approved by the Brazilian Senate in December, the bill is seen as one of the strongest measures worldwide to protect human creators among the various legislative initiatives on the subject.

Souza emphasized how the bill empowers authors by establishing intellectual property as a core principle. Key provisions include requiring AI developers to be transparent about the copyrighted content used to train their systems, as well as mandating that they obtain authorization and compensate creators whose works are utilized.

The bill, currently awaiting deliberation in the Chamber of Deputies, received unanimous support from representatives of authors’ societies and other international stakeholders at CISAC’s Board meeting, held in Rio de Janeiro. Participants also urged Brazil’s Chamber of Deputies to approve the proposal swiftly, which would set a strong example for other legislatures around the world tackling the same issue.
